The year 1997 was a highly active and work intensive time period in the
Trilateral Wadden Sea Cooperation, which was concluded with the adoption
of the Wadden Sea Plan, the Stade Declaration and the decision regarding
the common package of the Trilateral Monitoring and Assessment Program (TMAP)
at the 8th Trilateral Governmental Wadden Sea Conference (TGC) in Stade
in October 22, 1997. Besides the reporting on the 8th TGC, this WSNL, being
the second issue of 1997, is also reviewing the results of the 3rd InterRegional
Wadden Sea Conference in Husum in October 09, 1997.
Two other main themes are dealt with in several contributions from different
viewpoints in this issue. Firstly, co-management, it is a promising tool,
which is on the advance, especially in fishery management, but in the future,
it will be used more and more in other fields as well. Co-operation in management
regarding the North Sea and Wadden Sea fishery was the theme of a seminar
in The Netherlands at the beginning of 1997. The recommendations can be
found in this WSNL. |

The contribution by Ingeborg Svennevig on the role and participation
of local people in the protection of the Wadden Sea region links the item
on co-management, co-operation and participation of local people with the
second aspect of this issue which deals with the interest in Wadden Sea
cultural landscape. This topic will be increasingly included in the activities
of the Trilateral Wadden Sea Cooperation. Besides ecological targets for
the Wadden Sea, also targets on cultural and historical aspects were adopted
at the 7th TGC, and, with some contributions, the cultural heritage of the
Wadden Sea region is examined more closely.
